Re-grid ECLIPSE emissions

I would like to re-grid ECLIPSE emissions (50x50km), to a finer resolution grid (WRF-Chem grid - e.g. 20x20km or 4x4km) with the distribution re-mapped by scaling using source points-location data (lat, lon of flaring facilities for example)?
Has anyone coded this before? Any advise what steps should I follow to resolve this issue?
