Nest CEN_LAT and CEN_LON and general Mercator definition

Hi,

I have WRF-ARW output for a nest on the Mercator projection.
Does the global attribute CEN_LAT and CEN_LON represent the central lat/lon for the nest, or the parent?

Also, if it's for the nest itself does this coordinate in lat/lon represent 0m , 0m in the Mercator projection?
i.e. similar to MM5 mercator where the central coordinate is 0m , 0m.
Or is 0m, 0m defined at XLAT(1,1) and XLONG(1,1)?
