Purchasing used Server or individual hardware comps

Hello,

I am looking to purchase a machine able to run wrf on the cheap +/- ~$500 . Looking around it seems the xenon E5-2670 give you a really good bang for your buck. With that in mind I have been looking at a few different options of either buying an "off the shelf machine" like the following

or trying to scrap together single components. I would imagine the first would be cheaper? Anyways any recommendations are greatly appreciated, and if your trying to upgrade/sell your old rig I would be interesting in buying.

My needs/desire it to run my model at ~1.67km (nested would be preferable but I wan't to get output to a website at a reasonable time so I'm skeptically a ~$500 machine would do that...)

I looked into amazon AWS but wasn't able to really get any concrete pricing nor find any detailed instruction for set up. I want to say I heard NCAR or someone was working with them to set up precompiled WRF configs/containers but I could be wrong.

Bang for buck would you recommend this be recommend?

The Intel E5-2620 seems to be one of the best bangs for its buck (AMD Opteron is cheaper but runs much slower). I just don't know if this is a a good "price point" (i.e. I can get something a little slower for much cheaper or I can get something much faster for a bit more).
